On 19 December 2018, through resolution 73/195 of the United Nations General Assembly, the Global Compact for Safe, Orderly and Regular Migration (GCM) was approved.
The Global Compact is a non-legally binding cooperation framework, which recognizes that no State can address the migration issue on its own, given its transnational nature. It consists of 23 intertwined objectives, under a series of principles related to multilateralism.
Resolution 73/195 established that the progress made at all levels on the implementation of the Global Compact should be periodically reviewed, under the leadership of the States. In this line, it was decided to hold the International Migration Review Forum (IMRF) every four sessions of the General Assembly. This Forum is the main global intergovernmental platform to present and discuss this progress, facilitate interaction between different actors and identify opportunities for increased cooperation. In the same way, the Resolution invited for a subregional, regional, and interregional discussion on the progress of the Global Compact to take place every four years, starting in 2020, to provide contributions to the Review Forum, whose first edition was held in May 2022.
In compliance with this resolution, the regional review meeting in Latin America and the Caribbean will take place virtually on April 26-28, 2021. The meeting is co-organized by the Economic Commission for Latin America and the Caribbean (ECLAC) and the International Organization for Migration (IOM) in its capacity as Coordinator of the United Nations Network on Migration, with the support of the various agencies, funds and programmes that make up the Regional Network in Latin America and the Caribbean. It will provide a common platform where Member States and all other stakeholders can contribute to the debate on the challenges, progress and needs in the implementation of the Global Compact.
